After graduating from the Presidential Office's National Institute of Administration and a number of years proudly serving the Republic of Vietnam Government, subsequently emigrating to the United States as South Vietnam fell into Communist hands in 1975 - working first in Jersey City, NJ, then New Orleans, LA.-, thereafter with Hurricane Katrina in 2005 sowing havoc in New Orleans dramatically affecting our business and living quarters, my family and I emigrated once again: this time to the Pacific coastal state of the United States, California-South, where my wife and I decided to retire. As a retiree, the ample free time advanced game for one of my projects - my ambition- to take shape: that of compiling abook about the administrative system in Vietnam (since her birth thousands of years back until 1975, the year when the entire Vietnam came under Communist rule from where administrative, political, economic, social activities were hermetically closed, inaccessible therefore unknown to the outside world to record herein) hybridized with her history since "the beginning of time" through a thousand years long Chinese subjection, followed by a hundred years long French domination mixed in-between by constant internal strives --- such events as never heretofore addressed in one published document.
